The default method for shipping internationally from Canada is delivery duty unpaid. Shippers from Canada can choose to pay the import fees on behalf of the receiver. Prepayment of duty is possible via a Delivery Duty Paid (DDP) preference that Jet Worldwide offers.
The disadvantage of paying import fees on behalf of the receiver is the receiver is not able to claim back the tax. The importing business may otherwise be able to claim back the VAT.
The minimum necessary documents available for import to Belgium are the carrier label and invoice.
Carrier Label: This is a label provided by the carrier (UPS, FedEx, DHL, etc.). Always required because the carrier has to know the parcel's address and be transit scanned to delivery.
Three copies of the commercial invoice will be attached with your shipping label on the box labeled "1 of 1." These are for customs purposes and can be uploaded electronically via Jet's system for integrated clearance.
Consignments between Canada and Belgium are generally subject to “most favoured nation” / MFN rate of duty. Goods that qualify under rules of origin of the Canadian European free trade agreement (CETA) can benefit from preferential duty-free import. MFN duty rates apply to non-originating items imported between Canada and Belgium.
It is important to confirm that your consignment is not prohibited in Belgium.
Even with the free trade agreement, exports from Canada are subject to clearance, duties and taxes. Belgium's customs bases the assessment of charges on the "CIF" value. The CIF value is the total of the value of the item (cost), insurance, and shipping fee (freight). A description and value must be clearly outlined on the invoice for customs and other supporting paperwork. READ MORE ABOUT CIF VALUE.
If you are sending textiles into Belgium, a Certificate of Origin for each line item in the invoice is essential. The certificates mush be original, issued and signed by the Chamber of Commerce. The document must contain a seal or watermark in the paper and provide a clear description of the contents.
Also, the EU rules state that a variety of items necessitate a Declaration of Conformity marking (CE marking).

Orders shipped to Belgium (and all Europe Union countries) valued under €150 (around CA$220) can be imported duty free, VAT will be assessed. This includes items sold on eBay, Shopify, big commerce, and other e-commerce platforms.
Among the main changes are provisions for online marketplaces to be deemed the "supplier." As a supplier, the online marketplace will be held responsible for collection of VAT for online orders of up to €150. See below.
When dispatching to Belgium it is important to verify the EORI number of the consignee.
An Economic Operator Registration and Identification (EORI) number is not needed if you are a private individual.
An Economic Operators Registration and Identification number (EORI number) is an E.U. identification number for businesses. This number is required for the Belgium import or export of goods. For the purposes of EORI, a business is referred to as an economic operator. An EORI number is part of the data set required for customs entries in all EU countries.
The EORI number exists out of two parts:
IOSS is not mandatory. If you are exporting only to one country, it maybe chooses to simply pay the VAT up front at the time of import.
All packages imported to the EU are subject to VAT. E-commerce shipments valued under EUR 150 can be imported via One-Stop Shop (IOSS). IOSS processes allow sellers and online marketplaces to charge VAT at the point of sale and remit it directly to the authorities across Europe.
For details on IOSS and the other EU’s VAT rules, visit:Publications Office of the European Union.

Personal effects to Belgium are eligible for clearance free of duty and taxes. The requirements of personal effects comprise of:
1. A detailed commercial invoice with a detailed listing of each item.
2. A signed statement from consignee attesting “PERSONAL EFFECTS. USED ITEMS NOT FOR RESALE”.
Articles less than one year old and new items (such as gifts, souvenirs and clothing) are not considered personal effects by customs. They are not exempt from duty/ VAT. Personal effects are often subjected to inspection by Belgium customs to ensure compliance. Personal effects must be cleared by the importer (consignee).

To take full advantage of the tariff rates provided under CETA, you will have to follow the rules of origin for your cargo. Refer to the Guide to the CETA Rules of Origin to help you through this process.

Country origin rules are associated with factors used to determine if the product is eligible for preferential duty-free treatment under CETA.
The good news for shippers is that CETA rules don’t require a formal certificate in order to obtain tariff benefits. A declaration on the invoice or any other commercial document accompanying the package is enough.
The CETA country of origin declaration has a specific wording, which is fairly straight forward (check with up to date regulations when preceding).
As mentioned above, there is no Certificate of Origin / COO required for commodities shipped from Canada under CETA. An origin declaration can be shown on the commercial invoice. If shown on a separate document, the invoice number and other forwarding information should be referenced.
Read more about Certificate of Origin.
When an invoice lists separate items, the declaration of origin must clearly identify the contents in which preferential duty treatment is requested. Canada customs/ CBSA recommends that the origin declaration states “Canada/EU” as per footnote 3 of the declaration. It is recommended to check with the Belgium customs to understand their preferences.

Items that qualify as being of Belgium origin under the Canadian European free trade agreement (CETA) may be eligible for preferential duty-free entry.
The Canada Border Services Agency (CBSA) Assessment and Revenue Management (CARM) online portal streamlines the process of importing commercially to Canada. READ MOR ABOUT CARM.
Canadian Customs (CBSA) has harmonized the value for which formal proof of origin is waived at CAD$3300. The waiver included imported via CETA free trade provisions.
This means that, proof of origin documentation is not required for imports under CAD$3,300.
For commercial importations valued at CAD$3300 or less, customs will accept a certifying statement on the Commercial Invoice. The statement confirms the contents originate in Belgium and qualify for preferential treatment under CETA.
The statement must have the country of origin for the import, reference that the request is being made under CETA provisions. Here is a sample statement:
“I hereby certify that the goods covered by this shipment qualifies as an originating good for the purposes of preferential treatment under Canada European Free Trade Agreement CETA”
Important Note: Claims for preferential tariff treatment over the CAD$3300 low-value threshold must be supported by the applicable proof of origin required by CETA. Refer to the Canadian Customs CBSA ‘Origin of Goods portal' to confirm the requirements for your shipment.
