Consignments imported from USA to Canada are subject to duty and taxes. Most imports valued under CAD 20 can be cleared duty-free and tax-free. The duty free and tax free thresholds depend upon how goods are sent (USPS versus courier) and country of origin. See graphic below.
As part of the USMCA (the "new NAFTA), Canada has raised their low value duty threshold ( de minimis threshold) to $150 CAD (around $110 USD). Local sales taxes will still apply (but often times, businesses can claim this charge back). This higher duty free threshold helps small businesses and e-commerce merchants in the United States ship to Canadian customers.
CUSMA/USMCA Shipping to Canada from the USA
The CUSMA facilitates the movement, release and clearance of good via a simplified framework and standardized customs procedures. Trade facilitations includes fewer clearance formalities for “express shipments” valued under CA$3,000 (to Canada) and US$2,500 (to the USA and Canada).
The origin‑certification process (that is no longer a prescribed form) is to include a set of data on the shipping paperwork (most commonly including on the invoice).

Shipping from USA to Canada via USPS
The US Postal Service offers the lowest shipping costs for parcels from the USA to Canada. Shipping via USPS to Canada works best for small parcels and when tracking and delivery time is not an issue.

Shipping via UPS and FedEx ground from the USA to Canada is the preferred method for many companies. In the case of shipping within a region (for example, North East USA to Eastern Canada or Western USA to British Colombia), the delivery times can be within 1-3 days.
Shipping via Ground delivery from the USA to Canada:
Parcels valued over $40 CAD from the USA for delivery to Canada via FedEx/ UPS Ground, are subject to additional clearance fees. As the "entry preparation" for import to Canada is included in express services, the savings of shipping ground are mitigated by the additional clearance cost.
Delivery from the USA to Canada via UPS and FedExAir
Shipping via UPS and FedEx air express from the USA to Canada provides dependable delivery in 1-2 days and includes clearance. The key disadvantage is costs - especially for small and medium sized businesses.
