Shipping Hungary from Canada: Carriers, Customs and CETA

Written by Timothy Byrnes | December 20, 2019

Canada and Hungary enjoy a growing trade relationship bolstered by the Canada-European Union Comprehensive Economic and Trade Agreement (CETA). With two-way merchandise trade nearing 1 billion CAD annually, Canadian businesses have a massive opportunity to sell directly to Hungary's robust e-commerce market of over 6 million online shoppers.

2026 Important Update: EU Customs for Parcel Imports to Consumers Valued Under €150

The standard €150 customs duty exemption for low-value imports is ending. Effective July 2026, the €3 duty for parcel imports will be multiplied by each distinct item category (based on tariff sub-headings) contained within the parcel.

Example Calculation:

  • The Order: 1 silk blouse plus 2 wool blouses.
  • The Assessment: Silk and wool have different tariff sub-headings, meaning there are two distinct categories in the box.
  • The Cost: 2 categories multiplied by €3 equals a €6 total customs duty.

Note: An additional €2 handling fee per consignment will apply starting in November 2026.

Customs Clearance for Goods Imported to Hungary

Goods shipped to Hungary must be accompanied by a detailed commercial invoice for customs. Hungary assesses duty and taxes based on the CIF value (Cost of the goods, plus Insurance, plus Freight).

  • Duty Rates: Hungary uses the Harmonized System (HS codes) and the EU common external tariff (CXT) rates, resulting in an average tariff level of less than 4 percent.
  • Value Added Tax (VAT): The standard VAT in Hungary is 27 percent. Lower rates apply to specific product categories. All goods imported into the EU are subject to VAT.
  • EORI Number: European businesses require an Economic Operators Registration and Identification number to lodge a customs declaration. Include the importer's EORI number on your shipping paperwork.

E-commerce and IOSS

E-commerce shipments valued under €150 can be imported via the Import One-Stop Shop (IOSS). This process allows online sellers to charge VAT at the point of sale and remit it directly to the authorities, ensuring a faster delivery experience.

Duty-Free Clearance to Hungary Under CETA

Goods that meet the CETA rules of origin can benefit from preferential duty-free import into Hungary. To qualify, the goods must be accompanied by a statement of origin. The required origin declaration can simply be provided on the commercial invoice describing the product in sufficient detail.

Clearance of Consignments into Canada

Most imports valued under 20 CAD can be cleared duty-free and tax-free. Shipments under 3,300 CAD can be imported swiftly under the Courier Low-Value Shipment (CLVS) process. Standard Canadian duty, taxes, and carrier import fees will apply for shipments exceeding 20 CAD.

Just like exports, goods imported into Canada that qualify as Hungarian origin under CETA may be eligible for preferential duty-free entry. The requirement for formal proof of origin is waived for imports not exceeding 3,300 CAD, though importers must maintain commercial records.
