Canada Post offers popular delivery options to France for individuals shipping small parcels. Shipments sent via Canada Post to France are imported and delivered by La Poste and their subsidiaries.
FedEx Canada and UPS Canada are among the largest carriers and, along with DHL, offer shipping options from Canada to France. However, the costs of using these commercial carriers is often too expensive for online orders from Quebec.
FedEx and UPS offers two main shipping options to France

Purolator is a leading domestic carrier in Canada and a good option for Quebec shipping. However, for international shipping from Quebec to France, Purolator uses partners - like UPS.
The default option for shipping internationally from Canada is Delivery Duty Unpaid (DDU) but it is best for Quebec merchants to collect French duty and taxes at checkout. Common carriers use the term Ex Works (EXW) which essentially assigns all import-related costs (duty, taxes and other fees) to the receiver/importer. Shippers from Quebec to Europe should work with carriers to ensure there are no import fees charged to their customers.
All goods shipped to France to Canada are subject to customs clearance and need an invoice for customs. For most goods valued under €150 (around CA $220) can be imported duty-free but are subject to Value Added Tax (VAT) of 20%.
French customs considers the CIF value as the amount subject to duty. The CIF value includes the cost of the item plus shipping and insurance cost.

While orders online orders shipped to France (and all Europe Union countries) valued under €150 (around CA$220) can be imported duty free, VAT will be assessed. This includes items sold on eBay, Shopify, bigcommerce, and other e-commerce platforms. As mentioned above, Jet Worldwide helps our customers register for VAT prepayment via exclusive arrangements.
Regarding duty-free eligibility under the CETA: country origin rules are associated with factors used to determine if the product is eligible for preferential duty-free treatment under the CETA. For Canadian merchants selling Canada origin goods, CETA duty-free status can be applied. However, it should be noted that goods "shipped from Canada" does not expressly mean that Canada is the country of origin of the goods. For Canadian shippers of Canada origin goods to France, CETA rules don’t require a formal certificate in order to obtain tariff benefits. A declaration on the invoice or any other commercial document accompanying the shipment is enough. This is particularly good news when shipping orders via individual parcels from Canada to France.
