Customs clearance considerations for importing to France from Canada
All goods shipped to France to Canada are subject to customs clearance and need an invoice for customs. For most goods valued under €150 (around CA $220) can be imported duty-free but are subject to Value Added Tax (VAT) of 20%.
French customs considers the CIF value as the amount subject to duty. The CIF value includes the cost of the item plus shipping and insurance cost.
The import fees for packages shipped to France can include:
- Duty (based on the CIF value and commodity code)
- Value Added Tax of 20% (based on the CIF value plus duty)
- Carrier disbursement / Admin fee: Usually around 2.5% of the amount paid (with a minimum fee) in duty and taxes on behalf of the receiver prior to delivery.

Regarding duty-free eligibility under the CETA: country origin rules are associated with factors used to determine if the product is eligible for preferential duty-free treatment under the CETA. For Canadian merchants selling Canada origin goods, CETA duty-free status can be applied. However, it should be noted that goods "shipped from Canada" does not expressly mean that Canada is the country of origin of the goods. For Canadian shippers of Canada origin goods to France, CETA rules don’t require a formal certificate in order to obtain tariff benefits.
